What is FSSAI Food License?
The Food Safety and Standards Authority of India (FSSAI) serves as the legal entity responsible for issuing food licenses to all food business operators (FBOs) across India. Compliance with FSSAI regulations is mandatory for all FBOs to uphold food quality standards.
FBOs must obtain either an FSSAI License or Registration, determined by factors such as production scale, business management nature, and operational scope. During the FSSAI Registration process, an FBO receives a unique 14-digit number to be displayed on food packaging.
Who needs FSSAI License Registration?
- Food Business Operators (FBOs) encompass a wide array of entities including wholesalers, distributors, suppliers, retailers, food vending establishments, hawkers, clubs, canteens, Dhabas, hotels, restaurants, and storage facilities. Their annual turnover may range from less than Rs. 12 lakh to between Rs. 12 lakh and Rs. 20 crores, or exceeding Rs. 20 crores.
- This classification also includes petty producers who independently manufacture goods, as well as temporary stalls vending food products. Additionally, businesses selling food at social or religious gatherings, excluding caterers, fall under this category. Cottage industries associated with food products are covered as well.
- Included are production or processing units of vegetable oil using solvent extraction and refineries, with a capacity not exceeding 100 kg/liter per day (excluding milk or meat). Dairy units handling up to 500 liters of milk per day or 2.5 Metric Tons of milk solids annually are part of this classification. Similarly, slaughtering capacities are specified: not exceeding 2 large animals, 10 small animals, or 50 poultry birds per day.
- Vegetable oil production and processing units, including solvent extraction and refineries, with an annual turnover ranging from Rs. 12 lakhs to Rs. 20 crores, are included. Hotels rated up to 4 stars or 5 stars and above fall under this category. Storage facilities with capacities below 50,000 metric tonnes yearly or exceeding this threshold are classified accordingly.
- All food processing units, including repackers, with daily capacities ranging from 100 kg/liter to 2 metric tonnes are covered. 100% export-oriented units involved in food production or processing are also included. Caterers operating under Central Government or affiliated agencies such as Railways, Airlines, and Defense are part of this classification.
- Finally, all FBOs introducing new food items, additives, or ingredients using novel processes or technologies, without established safety records as determined by FSSAI, are categorized here. These products represent innovations in the market, potentially necessitating scrutiny due to their novelty and lack of historical safety data.
Types of FSSAI License
FSSAI Basic Registration
The FSSAI registration is for food business operators (FBOs) who have small-sized businesses or start-ups. They have an annual turnover of less than Rs.12 lakh. Basic registration can be upgraded depends on your business sales graph productivity.
FSSAI State license
The State FSSAI License is for the FBOs which have medium-sized businesses. They have an annual turnover of more than Rs.12 Lakhs or up to Rs.20 crores. The state license can be further upgraded to a central license, all depends on your business sale graph productivity.
FSSAI Central license
The Central FSSAI License is applicable for FBOs that have a large business annual turnover i.e. above Rs.20 crores. It is also required in cases where you need to supply at government offices or import/export food products.
